Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of contact with a moving saw blade:
a) The Rockford and Wellsaw band saws in the tool room were not equipped
with magnetic
restart or similar devices, as prescribed by the American National
Standards for Metal Cutting
Saws, ANSI B11.10-1990, Section 5.2.3.4, that in the event of an
interruption in the electrical
supply would prevent the saw from restarting automatically when power is
restored.
A feasible means of abatement would be to provide a magnetic restarter or
similar
device as
required by ANSI B11.10-1990.
b) The Rockford band saw in the tool room was equipped with an unprotected
toggle-type motor
starter switch instead of a starter that was located, designed,
constructed, interlocked, or guarded
to protect against unintended operation, as prescribed by the American
National Standards for
Metal Cutting Saws, ANSI B11.10-1990, Section 5.2.3.1.
A feasible method of abatement would be to provide a motor starter switch
that meets the
requirements of ANSI B11.10-1990.
Abatement certification is required for this item in accordance with 29
CFR 1903.19(c).
