Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to falls from a ladder:
a)  On or about January 23, 2003 an employee descending a ladder from a
roof while
carrying a lap top over his shoulder fell approximately 13 feet to the
ground below.  The
employer did not train all employees who used a ladder in the performance
of their work on the
hazards associated with working with ladders, such as the safe placement
of the ladder, and
carrying objects that could affect their balance while ascending and
descending ladders.
Among other methods, recognized and feasible means to correct this hazard
include, but are not
limited to would be to train employees to use a rope to raise and lower
tools.
