Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazards of electrical shock:
a)  The employer did not ensure employees were not wearing conductive
articles such
as, but not limited too, wrist watch, wrist band, necklaces, and rings
when working around 277
volt energized equipment. Employer did not train employees on the hazards
associated with
wearing conductive articles.
Among other feasible and useful abatement methods, one method to abate
this hazard would be
to follow NFPA 70E Part 2, chapter (2)  2-3.5 conductive article shall not
be worn such as,
watches, necklaces, rings etc.
b)  The employer did not explain  the potential hazards involved in the
job
and/or
procedures to follow to minimize the  potential hazard such as, but not
limited too, energy
isolation sources and controls, personal protective equipment to be used,
such as, but not limited
to, clothing, tools applicable to electricity etc.
Among other feasible and useful abatement methods, one method to abate
this hazard would be
to follow the guidance on NFPA 70E Part 2, Chapter(2) 2-3.1.6,  The
employee in charge shall
conduct a job briefing with the employees involved. The briefing shall
cover such subjects as
hazards associated with the job, work procedures involved, special
precautions, energy source
controls, and personal protective equipment requirements.
