Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of electrocution:
a)  Route 46 Eastbound, Just West of Travelers Diner, Dover, NJ.
Employees were exposed to electric shock while working in close proximity
to a 27,600 Volt
railroad signal power line when working on and hoisting materials to the
platform of Billboard
#2840.
Violation observed on or about 04/21/03.
"Among other methods, one feasible and acceptable abatement method to
correct this hazard is
to comply with 29 CFR 1910.333(c)(3): If work is to be performed near
overhead lines, the
lines shall be deenergized and grounded, or other protective measures
shall be provided before
work is started.  If the lines are to be deenergized, arrangements shall
be made with the person
or organization that operates or controls the electric circuits involved
to deenergize and ground
them.  If protective measures, such as guarding, isolating, or insulating,
are provided, these
precautions shall prevent employees from contacting such lines directly
with any part of their
body or indirectly through conductive materials, tools, or equipment."
