Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to potential falls and/or crushing while working on and
immediately adjacent to
a platform elevated on the forks of a rough terrain forklift truck that
was left "unattended".
a).  East end of building, south side.  Three employees were observed on
the platform
that was elevated 26 feet above the ground on the forks of a SKY TRACK
rough terrain
forklift truck that was left unattended by the operator.  The operator of
the lift was on
the roof at a distance more than 25 feet away from the lift and the lift
was not in his
view.  Additionally, the employees were not utilizing personal fall arrest
systems.
AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE METHOD TO
CORRECT THIS CONDITION IS:
1).  Fully lower the load-engaging means if the all terrain forklift truck
is to be left
unattended as specified by ASME B56.6-1992, Part II, section 6.2.12 (g),
An American
Standard for Rough Terrain Forklift Trucks.
NO ABATEMENT CERTIFICATION REQUIREDATION
