Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm in that
employees engaged in
"Aluminum Brushing" Operation and the "Flat Stock Grinding" Operation were
exposed to fire
and explosion hazards posed by the generation of fine aluminum dust
particles.
Specifically, employees were exposed to the following fire and explosion
hazards:
a). Fabrication Dept.:  The Torit Model 19 Dust Collector for the
"Aluminum Brushing"
Operation was a dry type collection system, outfitted with a fabric
filter.  The Collector was not
located outside the building. (4/22/03).
b). Fabrication Dept.:  In the Torit Model 19 Dust Collector for the
"Aluminum Brushing"
Operation, the blower was installed upstream of the cyclone and fabric
filter - on the
contaminated air side of the collection system. (4/22/03).
c). Fabrication Dept.:  The Torit Model 19 Dust Collector for the
"Aluminum Brushing"
Operation did not have the aluminum dust cleaned out after each days use.
(4/22/03).
d). Fabrication Dept.:  The flexible ducts connecting the Aluminum
Brushing machine to the
Torit Dust Collector were not fabricated of conductive material.  The
Aluminum Brushing
machine and the Dust Collector were not bonded together to minimize the
accumulation of static
charges. (4/22/03).
e). Fabrication Dept.:  The  hood/enclosure on the Aluminum Brushing
machine was not
designed so that the fine particles generated either fall or are projected
into the direction of the
exhaust air flow. (4/22/03).
f). Fabrication Dept.:  The Torit Model 219 Dust Collector for the "Flat
Stock" Grinder was
a dry type collector, outfitted with a fabric filter.  The Dust Collector
was not located on the
outside of the building. (5/7/03).
g). Fabrication Dept.:  In the Torit Model 219 Dust Collector for the
"Flat Stock" Grinding
Operation, the blower was installed upstream of the cyclone and fabric
filter - on the

"Aluminum Brushing"
Operation did not have the aluminum dust cleaned out after each days use.

Among other methods, one feasible and acceptable abatement method to
correct these hazards
is to install, use, and maintain aluminum dust collection systems and
exhaust hoods in a safe
manner.  The National Fire Protection Association (NFPA) Standard #65,
"Standard for theProcessing and Finishing of Aluminum" may be used for
guidance.
