Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment
and a place of employment which were free from recognized hazards that
were causing or likely to cause
death or serious physical harm to employees in that employees were exposed
to a crushing hazard.  Workers
were preparing to move a parade float which was a converted school bus.
The bus had a manual transmission
which had not been engaged, the emergency brake had not been applied, the
front blocks had not been placed
flat, and only the right rear wheel had been chocked on the back side.  On
or about July 9, 2004, two workers
were injured while working underneath the float when the float rolled off
of the front blocks and fell onto the
tow boom of the #16 Freightliner FL20 tow truck.  One feasible method of
abatement would be to assure that
the vehicle being towed had the emergency brake set, both sets of wheels
chocked front and back and that the
vehicle was in gear before placing the vehicle on the front blocks and
allowing workers to get underneath the
vehicle.
