Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
a.In the Grocery Area, Section 72, employees were lifted on pallets up to
35 feet
by the forks of powered industrial trucks thereby exposing employees to a
fall
hazard. The pallets were not designed as safety platforms nor were they
securely
attached to the forklift.
Among other methods, feasible and acceptable abatement methods to correct
this
include, but are not limited to the following:
a.Follow the ASME (American Society of Mechanical Engineers)
Safety Standard for Low Lift and High Lift Trucks: B56.1-2000,
Section 4.17.2. The protocol and safe operating procedures for
users states: Whenever a truck is used to elevate personnel, the
following precautions for the protection of personnel shall be
taken: (a) comply with the design requirements in paragraph 7.36
of this standard; and (c) be certain that required restraining means
such as railings, chains, cable, body belt(s) with lanyard(s), or
deceleration devices, etc., are in place and properly used.
b.Follow the ASME (American Society of Mechanical Engineers)
Safety Standard for Low Lift and High Lift Trucks: B56.1-2000,
Section 4.17.3. The protocol and safe operating procedures for
users states: Whenever a truck is equipped with a work platform,
precautions specified in paragraph 4.17.2 shall be taken for the
protection of personnel: (b) the platform attachment means are
applied and the platform is securely attached to the lifting carriage
or forks.ge
