General-duty citation text

Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to fire and explosion of a compressed gas cylinder:
a)Scrap Yard: Employees involved in a scrap metal operation were exposed
to the hazards of explosion in that procedures to identify and isolate
compressed gas cylinders prior to disposal were not implemented to a
degree which would insure mishaps would not occur as specified in
Compressed Gas Association Pamphlet C-2 sections 1.3, 1.6, 2.0 and
3.1., on or about November 5, 2003.
Among other methods feasible means of abatement include:
1.All cylinders and/or pressurized containers must be placed in a separate
location
apart from other scrap and safely handled.
2.Ensure that employees are trained on the Compressed Gas Association
Pamphlet
C-2.hlet
