Section 5 (a) (1) of the Occupational Safety and Health Act of 1970: The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or physical harm to employees in
that employees were
exposed to:
(a)Fall of up to 20 feet from an unsecured ladder. On or about May 29,2003
at 803 Uvalde, an employee fell from a ladder while performing work on
a billboard.
Among others, one feasible and acceptable method to correct the hazard is
to
secure the ladder to the structure of the billboard as recommended by the
ANSI
A14.5 (1974) standard. Section A3.5.
