Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of being struck by a metal cap under air
pressure when released.
On or about June 17, 2003 an employee was struck in the chest and head by
a cap/plug
on a 60 gallon tank that was under air pressure and sustained serious
bodily injury.
Among the feasible and acceptable abatement methods to correct this hazard
are;
(1). replacement of these tanks with gasoline or electric powered pumps to
pump the
oil in lieu of compressed air.
(2). replacement of snap locks on the caps/plugs with screw down bolts on
yokes.
(3). installation of air pressure gauges mounted on the tanks in
protective covers.
