Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees, in
that employees were
exposed to the hazard of having corrugated steel pipe roll onto them.
East Indian Hills and Air Depot, Norman, Oklahoma; an employee was struck
and fatally injured
when a 48 inch by 30 foot long pipe rolled off the truck while being
off-loaded. One acceptable
method of abatement would be, prior to unloading pipes or similar
materials, the load be
thoroughly examined to determine a safe method of unloading such as choke
blocks to keep the
pipes from rolling.
***IN THE ALTERNATIVE: 29 CFR 1926.250(b)(9): Cylindrical materials were
not stacked
and blocked so as to prevent spreading or tilting:
Employees were exposed to the hazard of having pipe roll onto them; the
pipe was not secured
to prevent sliding or falling after the straps were removed.
