Section 5(a)(1) of Public Law 91-596, the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees, in that employees were exposed to a burn hazard from discharged steam. (a)Choctaw Power Plant - On June 11, 2003, three employees were exposed to discharged steam while dismantling the #3 recirculation pump. Among other methods, one feasible and acceptable abatement method to correct this hazard include but not limited to: (1)Review and revise the current lock out tag out policy to ensure all employees such as but not limited to authorized and affected employees are required to apply his/her personal lock. (2)Drain and verify process lines, valves, and pipes prior to commencement of work.
