Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to falling hazard:
a/  Maplewood Ave. Cranbury/Intake To Generator:  Pit 8 to 10 feet deep
from the
ground level, located outside of the facility, was not provided with means
to prevent
employees from falling into it during cleaning operations.
EXPOSURE:  Employees are exposed to falling when:  removing/replacing the
grated
cover; placing a ladder into the pit; removing leaves or other debris at
the top level; and
when the helper is watching or assisting in the operation, etc.  Observed
3/5/04.
One feasible and acceptable means to correct this hazard is to -
1/  Provide fall protection, e.g., harness or other approved means.
2/  Provide a rescue procedure in the event of an emergency situation with
the person
in the pit.   The emergency procedure to include, but not limited to:  the
helper
WILL NOT enter the pit during the emergency situation; means to get
immediate
assistance to that location; means to remove an employee from the pit, etc.
Note:  The procedure must include all of the equipment needed for the
procedure
to be effective.
