Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to struck-by or crushing hazard:
a)On or about May 13, 2004, on County Road 13, an employee rode on the
driver's side riding step of rear loader garbage truck #608 while it
traveled south
bound in excess of 10 miles per hour for an intended travel distance of
approximately 1,177 feet or 0.22 miles between collection points.  After
the rear
loader traveled about 885 feet south from the last collection point, the
employee
was struck on the head by the mirror of a truck that was traveling north
bound
on County Road 13.
Among other methods, one feasible and acceptable method to correct this
hazard
is to enforce compliance with American National Standard for Refuse
Collection,
