Section 5(a)(1) of the occupational safety and health act of 1970:  The
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that the employees
were exposed to electrical shock and/or burn hazards in the event that the
cut trees and/or tree
branches under the electrical power lines which were not adequately
secured were to be
displaced allowing the power line(s) to fall and come into contact with
either the excavation
equipment and/or employees:
Location:  Job site.
The employees exposed to the hazards of electrical shock and burns when
branches were used as a "Service Mast" to raise the service drops over the
work
area.  The branches were installed by unqualified employees and were not
supported, guyed, or of adequate strength as required bt the National
Electrical
Code Article 230.28 to prevent them from falling to the ground and/or
equipment
below.
Among other methods one feasible and acceptable abatement method would be
to
contact the power company to have the electrical power lines removed or
adjusted.l
