Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to overhead hazards and struck by hazards of falling tires.
Main Building: Employees working beneath a roller conveyor were exposed to
being struck by
tires which were dropped approximately twenty feet from an opening in the
second floor, onto
the roller conveyor which leads to the first floor.  Employees were also
exposed to being struck
by tires that fall off the roller conveyor which had no means to guide the
tires.  The exposed
employees were working beneath the opening and were collecting the tires
and loading them into
trucks.
Feasible methods of abatement include but are not limited to:
1. Install conveyor belt system to bring tires from the second floor to
the first floor in
accordance with the requirements of ANSI B 20.1-2000 Section 5.13..  The
conveyor
system must be guarded so tires do not roll off and fall to the floor
below, exposing
employees beneath to struck by hazards.
2. Install an fully enclosed chute to eliminate employee exposure to
falling tires.
