interior structural fire
fighting at North charleston Drive, Patton Avenue and Hicks Court were
exposed to the
hazards of fire and entrapment, while the incident commander was engaged
in direct fir
fighting operations.  A feasible and useful means of abatement, among
others,
is to prohibit
interior structural fire fighting until an incident commander is available
with no duties other
than command and rescue.
