Employee was exposed to being struck by Hougen Magnetic Drill in the event
of
power failure, due to the fact that the safety anchor chain was not used
as the
worker drilled into a vertical piece of steel, on or about 10/30/03.
Among other methods, one feasible and acceptable method of abatement is to
use safety chain
to anchor machine in the event of power failure, as referenced in the
Hougen Magnetic Drill
Operator`s Manual, Page 3. "Important Safety Instructions, Item 6, Safety
Chains."
