The Safety Program did not require appropiate hand protection of
insulating gloves on both
hands at all time for employees working with conductive tools under
electric power lines.  It
only required the use of work gloves on one hand except not on the hand
that manages the
machete.
Hazard:  Electric shock, burns, and electrocution.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is
to require the use of insulated gloves on both hands at all times.
