General-duty citation text

Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish to each of his employees employment and a place of employment
which were free from
recognized hazards that were causing or likely to cause death or serious
physical harm to
employees in that employees were exposed to:
(a) The Wright overhead under slung crane, located in the fabrication
area, did not have
any trolley bumpers on the south end of the crane. The employees were
exposed to being
struck by the crane trolley as there was no bumpers to prevent the crane
from running
off its tracks.
(b) The one half inch load line on the Wright overhead crane, located in
the fabrication
area, was visibly damaged. The wire rope would not hang straight. The wire
rope had
been damaged either from the D/d ratio of the diameter of the wire rope,
as it was bent
around the diameter of the drum, had been exceeded or, the crane was
overloaded
when
the wire rope had been on the lower block sheaves.
Among feasible means of abatement is the installation of trolley bumpers
on the south
end of the crane's overhead rails. Also, conform to the maximum load limit
posted on
the crane for lifting and lowering applications.
