Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish to each of his employees employment and a place of employment
which were free from
recognized hazards that were causing or likely to cause death or serious
physical harm to
employees in that employees were exposed to burns from grease:
(a) Cooker area - Operators and maintenance workers were exposed to the
hazards of
thermal burns while performing a variety of assignments, such as, but not
limited to,
making repairs, opening and closing valves, unclogging piping and other
activities
involving the rendering plant's cooker operations. Employees were exposed
to hot grease
at temperatures ranging up to approximately 300 degrees centigrade, as a
result of the
feed line clogging and causing pressure backup into the surge tank. An
overflow of hot
grease in the surge/holding tank caused the unsecured lid on the port of
the surge tank
to overflow, spattering and spilling out hot grease.
On or about 07/08/04, an operator sustained serious 1st and 2nd degree
burns over 17
of his body from hot grease being released in the cooker department
centrifuge surge
tank area.
Among other methods, one feasible and acceptable method to correct this
hazard is:
1. The development of standard operating procedures for operators in the
cooker
department, to include, but not limited to, opening and closing valves.
2. Installation of a latch on the centrifuge surge tank port, in order to
secure the lid. This
latch should have the structural capacity to withstand any pressure which
may backup
from the centrifuge tank.
3. Isolate valves to an area of the Cooker Department which would
eliminate operators
proximity to the hot grease.
