Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment or a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to potentially hazardous chemicals produced during the
mixture of incompatible
materials:
(a) Employees were exposed to the hazards of materials, such as, but not
limited to;
sulfuric acid, caustic soda, sodium hypochlorite, ethylene glycol,
ammonia, mineral
spirits and other hazardous substances while performing assigned
activities involving the
production of cleaning materials. Storage of 55 gallon drums and other
containers of
acids, caustic, flammable, combustible, organic solvents and materials
were not
maintained in a safe manner. The inventory of materials, as described,
were stored all
together and adjacent to each other, creating the hazard of the mixture of
incompatible
chemicals.
Among other methods, one feasible abatement method recommended would be to:
(1) Separate acids, alkalines, organic solvents, flammable/combustible
materials
to prevent incompatible materials from being stored together and mixing.
(2) Isolate acids, alkalines, flammable/combustibles, organic solvents and
other
materials in a manner, that in the event of a spill/leak or other
foreseeable
emergency, incompatible materials are separated by a sufficient distance
and/or
in a manner to prevent cross contamination of incompatible materials.
