P.L. 91-596 Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard(s) of falling from or being struck by the loader bucket of backhoe/loader which was lifting them ten feet above the ground: a) Entrance to the Savannah River International Trade Park at Highway 21 and International Trade Parkway - Employees were being lifted ten feet above the ground in the loader bucket of a backhoe/loader to access the top of a brick column while leveling the top cap. One feasible and acceptable means of abatement is to provide an alternate means of access such as a scaffolding.er

P.L. 91-596 Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard(s) of being struck by vehicular traffic: a) Entrance to the Savannah River International Trade Park at Highway 21 and International Trade Parkway - Employees who were walking across the road while carrying construction materials and tools were not wearing reflective vests or other highly visible clothing. One feasible and acceptable means of abatement is to ensure all employees are provided with and have been instructed to utilize reflective vests while working within the rights of way of interstate highways, state roads, and any other public road; and to implement a disciplinary program to ensure compliance.y
