recognized hazards which may cause death or serious physical harm to his
employees and comply with this regulation and other occupational safety and
health rules and regulations promulgated under Chapter 15 of Title 41,

A.  Employer knew or should have known that employees were exposed to the
hazard of being crushed by overhead cage of forklift in the event of a tip
over while not wearing a seat belt.  A feasible and useful means of
abatement,
among others, is to require the use of the seat belt while driving
forklifts
located in the plant.
