Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free of recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: Two employees were observed working/climbing on a waveguide ladder that was not secured to the tower. One employee was approximately 80ft. high while the other was observed approximately 60ft. from the ground. There are at least two methods of abatement for installing waveguide ladders. 1. The employee should be attached to the structure with personal fall arrest system or a fall restriant devise with the employee standing/working from the leg. 2. The employee could be hoisted down the waveguide ladder to secure it following the guideline set forth in the CPL2-1.36 riding the line.
