General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish to each of his employees a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of being struck by unsecured air hose connections. Instance a) A 1.5 inch OD high pressure air hose was connected to the air manifold located at the repair yard on the 4902 barge without the air connections being secured to prevent them from coming apart. The air hose was used by the night shift in repairing a barge. This condition exposed the employees to a struck-by hazard. Instance b) Two 1.5 inch OD high pressure air hoses were laying on the deck of the N.M.S. barge number 1497 and the Kirby barge number 30017 located at the cleaning plant. The connections on the air hoses were unsecured. This condition exposed the employees to a struck by hazard. Among other methods, one feasible and acceptable abatement method is to secure the air hose connections with safety clips, retainers, or other positive means to prevent the couplings from becoming disconnected in accordance with manufacturer recommendations. DISCLAIMERS: 1). You are not limited to the abatement methods suggested above. 2). The methods explained are general and may not be effective in all cases. 3). The employer is responsible for selecting and carrying out an appropriate method of abatement.e
