Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish to each of his employees a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of: a) On or about November 17, 2004, the wire rope cable on the air hoist located on the DRILL FLOOR (away from the driller) was not properly wound on the drums of the hoists and was not in good condition. The cable on both air hoists was kinked and permanently deformed, exposing employees to the hazard of the cable breaking while under load and/or the cable becoming entangled on the drum. Among other methods, one feasible and acceptable method of abatement is for the employer to comply with American Petroleum Institute Recommended Practice RP54 Paragraph 3.2.7 states that: "Care should be taken to avoid kinking a wire rope since a kink can be cause for removal of the wire rope or damaged section." or by complying with Paragraph 3.3.3 states that: "Rope should be kept tightly and evenly wound on the drums."
