Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of slipping into the pit while the compactor is
operating in the
continuous cycle:
a) Cardboard compactor:
The switch to operate the continuous cycle compactor was located under the
steel steps to the
platform from which the employee feeds scrap cardboard to the compactor.
The switch was not
a sustained manual pressure control to protect the operator in the event
of him reaching into the
wall opening to throw material into the pit and slipping on the metal
surface and being exposed
to the pit while the machine was operating in the continuous cycle.
One feasible and acceptable methods of abating this hazard includes but is
not
limited to the
following method: Install a  sustained-manual-pressure control located in
such a way that the
operator cannot reach the point of operation and within an area fully
visible to the operator of
the complete point-of-operation area when a guard is not used as required
in" ANSI Z245-2-
1997, American National Standard for Equipment Technology and Operations
for wastes and
Recyclable Materials- STATIONARY COMPACTORS- SAFETY REQUIREMENTS."
