Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
A crushing hazard created by the potential failure of the hydraulic system
causing a the raised
vehicle to be lowered onto the employee working on the vehicle. The two
lifts in the tire bay
were not equipped with working mechanical locking devices which would
support the load in
the event of a system failure. In addition the lift closest to the sales
room was not stable in that
vehicles being raised were observed rotating to one side.
AMONG OTHER METHODS, FEASIBLE AND ACCEPTABLE METHODS TO CORRECT
THESE HAZARDS WOULD BE TO:
1) Replace the defective mechanical locking devices.
2) Repair or replace the non rotating device on the lift closest to the
sales room.
3) Establish a periodic qualified inspection procedure in accordance with
the recommendations
of the lift manufacturer in order to ensure reliability and allow the
continued safe operation of
the lift.
These abatement methods are enumerated in ANSI/ALI ALOIM 2000. AMERICAN
NATIONAL STANDARDS INSTITUTE, AUTOMOTIVE LIFT INSTITUTE- " STANDARD
FOR AUTOMOTIVE LIFTS--SAFETY REQUIREMENTS FOR OPERATION, INSPECTION
and MAINTENANCE"
