following hazardous situation relating to backhoe operations:
An employee was observed riding on the fender of a New Holland backhoe
(Model # LB75.B.)
on the highway, in traffic, in violation of precautionary measures
specified in at least three
places in the manufacturer's operating manual prohibiting riders on the
backhoe. Failure to
adhere to those precautions could result in death or serious physical harm
to the employee.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is
to assure that the backhoe operator, study, understand and follow the
danger, warning and
precautionary instructions as specified in the Manufacturers Manual and
the Equipment
Manufactures Institute Safety Manual for operators.
