North Carolina General Statute 95-129(1) of the Occupational Safety and
Health Act of North Carolina:  The
employer did not furnish each of his employees conditions of employment
and a place of employment free
from recognized hazards that were causing or likely to cause death or
serious physical harm to employees in
that employees were exposed to struck by hazard:
a)job site - where two outside blinking amber lights and top cab mounted
amber rotating light on
the Ford 6610 (tractor #372) were inoperable while tractor mowing along
side of highway
when exposed to vehicular traffic.
b)job site - where the outside blinking amber lights on the Ford 6610
(tractor #372 and  #335)
were not visible from the front of the tractor while mowing along side of
highway, in that the
blinking lights were blocked by a Pepsi crate.
Abatement note:
One feasible and acceptable abatement method, among others, to correct
this hazard is to equipped the
Ford 6610 tractors with visible and operable outside blinking amber lights
and top cab mounted amber
rotating light.

Health Act Standards. Tractors shall also be equipped with a minimum of
TWO outside blinking amber lights,
