North Carolina General Statute 95-129(1) of the Occupational Safety
and Health Act of North Carolina:  The employer did not furnish
each of his employees conditions of employment and a place of
employment free from recognized hazards that were causing or likely
to cause death or serious physical harm to employees in that
employees living in the wood framed house at the end of the dirt
path were exposed to electrical hazards from improper use of
temporary wiring, exposure to live electrical parts, and lack of
permanent and continuous path to ground from circuits,
equipment,and enclosures.
a) The refrigerator in the living room was not grounded or
GFCI protected.
b) Ceiling light fixture in the kitchen consisted of a light
bulb in a socket with two wires improperly spliced to the two wires
hanging from the ceiling.
c) The outlet next to the toilet in the bathroom was not
grounded and was missing a cover plate.
d) Outlet in kitchen next to refrigerator was missing cover
plate.
e) Temporary wiring was being used on a permanent basis
throughout this house.  This temporary wiring was attached to walls
and running through doorways and windows inside and outside the
dwelling.  In one case, a window air conditioning unit was plugged
into a drop cord that was attached to the house along the side and
to the rear of the house, where it was plugged into an outlet box
on the back porch.
f) In the back left bedroom, a ceiling fan had been jury-
rigged from the blades and motor of what once was a box fan.  It
was connected via spliced lamp cord to a switch that was not
mounted, but dangling from the wire.
g) The circuit breaker panel on the back porch had wires
running through it that were not protected from abrasion. The
outlets on the back porch were not covered.  The circuit breaker
panel was not labeled and did not have a three foot clearance as a
working space. Flammable containers and tools were being stored in
front of circuit breaker panel. A spliced fan cord from a window
fan, sitting on the ledge of the kitchen window,  was plugged into
one of the outlets on the back porch.
Among others, one feasible and acceptable method of abating this
violation is to eliminate all temporary wiring being used on a
permanent basis and have permanent wiring installed throughout camp
that meets NEC and local building code requirements.
