Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to severe burn injuries from a dust explosion hazard that could have resulted from, or been exacerbated by, the propagation of a fire or explosion in the duct work that was not equipped with isolation devices and the dust collection systems that were located inside of the building structure. a) Building #4, Dry Blend: The dust collection systems for Tower #1 and Tower #2 were located inside of the building, on or about October 5, 2004. b) Building #4, Dry Blend: Duct work connecting pieces of equipment were not equipped with isolation devices, on or about October 5, 2004. "AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THESE HAZARDS IS TO RELOCATE THE DUST COLLECTION SYSTEMS TO AN OUTSIDE AREA PER NFPA 654, SECTION 3.13.1.1 AND TO INSTALL ISOLATION DEVICES IN THE DUCT WORK PER NFPA 654, SECTION 3.13.1.5." ABATEMENT CERTIFICATION REQUIREDATION
