Section 6(a) of the Puerto Rico Occupational Safety and Health Act:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or physical harm to employees in
that employees were
exposed to:

El patrono no
proveyo empleo y un sitio de empleo libre de riesgos reconocidos que esten
causando o que
puedan causar muerte o dano fisico a los empleados, por cuanto empleados
estaban expuestos
a:
At the replacement of an aluminum tower of 80 feet height, located at "Bo.
Sonadora,
Sector El Gato" street 834, Guaynabo. The employer did not required to
place back all
the missing members of the tower an did not protect the steel cables that
hold the tower
in place before the employees start dismantling it neither take the
appropriate
measures
to assure that the tower don't collapse. The employees were removing the
electric cables
of the tower to place a new tower. They loose the cables and the
helicopter pull them out
of the tower an lean them over the steel cables that hold the tower in
place. When the
helicopter pull the last cable an drop it over the steel cables of the
tower, it moves an
collapse causing that four employees were injured.
Hazard: Tower collapse.
Among other correction methods, a feasible and acceptable method to
correct this hazard
is evaluate the tower by an structural engineer who determine the best way
or form to
maintained the structural integrity of the tower, replace all the missing
parts of the
structure, protect the steel cables that maintained the tower in place and
try to apply the
least load to the support cables of the structure.
En el reemplazo de una torre de aluminio de 80 pies de altura, localizada
en el Bo.
Sonadora sector El Gato, carretera 834, Guaynabo. El patrono no requirio
que se
colocaran todos los miembros faltantes de la torre y no se protegieron los
tensores de la
torre antes de que los empleados comenzaran a desmantelar la misma ni
tampoco se
tomaron las medidas apropiadas para asegurarse de que la torre no
colapsara. Los
empleados estaban removiendo los cables electricos de la torre para
colocar una nueva.
Ellos soltaban los cables y el helicoptero los sacaba de la torre y los
colocaba
descansando sobre los tensores de acero que mantenian la torre en pie.
Cuando el
helicoptero saco el ultimo cable y lo solto sobre el tensor de la torre,
esta se movio y
colapso causando que cuatro empleados resultaran heridos.
Riesgo: Colapso de la torre.
Entre otros metodos de correccion, un metodo factible y aceptable para
corregir
este
riesgo es evaluar la torre por un ingeniero estructural el cual determine
la mejor forma
de mantener la integridad estructural de la torre, reemplazar todos las
partes faltantes de
la estructura, proteger los cables de acero que mantenian la torre en pie
y tratar de
aplicar la menor carga posible sobre los cables de soporte de la
estructura.
