Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to chemical burns due to mechanical integrity failure of pipe
welds:
a) Sulfuric acid loading dock
Employer did not establish and implement procedures to maintain the
on-going integrity of welds
and pipes and also did not perform inspection and testing procedures using
recognized and
generally accepted good engineering practices.  Employees were exposed to
severe chemical
burns due to mechanical integrity failure of the welds.
"Among other methods, one feasible and acceptable abatement method to
correct this hazard is
to develop written procedures and train employees in proper inspection of
the pipes as described
in the American Society for Testing and Materials (ASTM) A 370 - 68,
Mechanical Testing of
Steel Products under supplement II, Steel Tubular Products".
