On or about October 8, 2005, while operating the Caterpillar CS-563E,
Serial #CS563LCN0085,
compactor, the operator was not wearing the seatbelt.
Among other methods, one feasible and acceptable abatement method to
correct this hazard
would be to operate the machine while seated.  The seatbelt must be
fastened while in operation
in accordance with the Caterpillar's Operation and Maintenance Manual,
dated July 2005.
