Section 6(a) of the Puerto Rico Occupational Safety and Health Act:  The
employer
did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or physical harm to employees in
that employees were
exposed to:

estaban expuestos
a:
On August 23, 2005 on the Alejandrina Quinones Rivera Library, located on
Road
Francisco Gautier #816, Ceiba, the Departamento de Educacion employees were
observed working inside a building that presented evidence of structural
failure that could
lead to the collapse of the building that could result in the crushing of
employees.
Naming the entrance the North of the building,  Fissures  or cracks, that
in some areas
ran through the wall, were detected on the ceiling, on the northern,
eastern, western, and
southern walls of the building.  The crack on the ceiling  ran all the way
from the eastern
wall to the western wall.  One of the cracks on the eastern wall, the one
running from
the floor and matched the crack on the ceiling, was measured up to3/4
inches thick. The
south western library floor had a slope descending toward the south
western corner of
the building.
On the outside of the library a small stream of water eroded the land next
to the south
western side of the building.  The water stream was very close to the
building, this
indicates that the water stream will be moving even closer or get
underneath of the
building affecting the structure.
Among other methods, one feasible and acceptable abatement method to
correct
this
hazard is to locate employees on another building.
El 23 de agosto de 2005 en la Bibliotecta Alejandrina Quinones Rivera,
localizada en la
Carretera Francisco Gautier #816 de Ceiba, empleados del Departamento de
Educacion
fueron observados trabajando dentro de este edificio que presentaba
evidencia de fallo
estructural que pudo conducir al colapso del edificio y que puede resultar
en el
aplastamiento de empleados.  Llamando la entrada el norte del edificio,
grietas o
resquebraduras, que en algunas areas atravesaban la pared, fueron
detectadas en techos,
y en las paredes en el norte, sur, este y oeste del edifico.  La grieta en
el techo iba todo
el camino desde la pared este hasta la pared oeste.  Una de las grietas en
la pared este,
la que corria desde el piso y coincidia con la grieta en el techo, midio
hasta 3/4 de
pulgadas de ancho.  En el piso oeste de la biblioteca habia una pendiente
descendiendo
hacia la esquina suroeste del edificio.
En la parte exterior de la biblioteca un cano erocionaba la tierra aledana
al suroeste del
edificio.  El cano estaba sumamente cerca al edificio, esto indica que el
cano continuara
moviendose mas cerca o por debajo del edificio afectando la estructura.
Entre otros metodos, un metodo accesible y aceptable para corregir este
riesgo es
localizar los empleados en otro edificio.
