Section 6(a) of the Puerto Rico Occupational Safety and Health Act: The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or physical harm to employees in
that employees were
exposed to:

a:
a)At the Flagger Area, the employee involved in performing job-specific
tasks that
require screening and /or reviewing pictures and images posted on the
Internet
and eliminating then those pictures/images that are associated with child
abuse,
pornography, violence, among others. The workstation includes a computer
desk,
an office chair on a five-castor base; two computers monitor; two
keyboards and
two mouse devices. During a ergonomic evaluation of the workstation the
following ergonomics hazards were founded:
1.The sharp-edge of the computer desk was not height adjustable. The
employee habitually tends to place his elbows and forearms directly on top
of the desk exposing the upper extremities to the desk's sharp edge and
hard surface. The employee was experiencing contact stress imposed in
the upper extremities for extended periods of time.
2.The employee was observed making highly repetitive finger movements
to rotate the mouse's wheel while scrolling down or up the
pictures/images appearing on the screen and reviewing them. Both mouse
devices are positioned and used in top of the desk at some distance from
the operator.
3.The workstation was not equipped with a mouse pad with built-in wrist
rest that would provide an adequate wrist support to the employee while
using the mouse.
4.Two keyboards available at the workstation were positioned on top of the
desk at some distance from the employee, due to position, the employee
is forced to extent his arms in order to reach for the keyboards.
5.The employee used an office chair on a five-castor base. The chair was
not equipped with adjustable arm rests and chair's backrest not have a
lumbar support that may help to improve sitting posture of the employee
when working at the workstation. Due to deep seat of the chair the
employee may experience some pressure on the back of his knees while
maitaining sitting posture a the workstation.
6.The employee was used two computer monitors frequently switching from
one to another when performing the job specific tasks. The monitors are
positioned on top of the desk directly in front of the operator. There was
an excessive overhead lighting in the workplace causing glare on screens
of the monitor. The monitors are tilted backward more than recomended
angles of tilt that aggravated the problem.
Hazard: contact stress; awkward posture; repetition; upper extremities
and lower
extremities problems, among others.
Among other methods of correction, various factible and acceptable methods
for
corrected this hazards are the following:
a.The monitors should be positioned in front of the operator directly
on the top of the desk at about arm length from the employee with
the top of the screen at or slightly below the eye level. The
backward tilt of the monitor should not exceed 10 - 15 degrees.
Properly positioned monitors can help to improve working posture
and visual comfort of the employee when performing the job-
specific tasks at the workstation.
b.Using anti-glare filter can help to reduce the glare at the monitor.
c.Using a pad with wrist support when performing the job-specific
mousing tasks.
d.Using an office chair on a five-castor base equipped with multiple
adjustable features including seat height/tilt/depth adjustment,
backrest height/tilt adjustment, lumbar support, adjustable arm
rests and locking mechanism. The recommended depth of chairs
seat is 17 ".
e.The employee may benefit from switching fingers when
performing highly repetitive scrolling and clicking movements
associated with the process of screening and/or reviewing the
pictures/images appearing on the screen.
f.The employee may benefit from reducing exposure of the
forearms/wrist to sharp edge of the desk with the use of expanded-
vinyl foam, that helps reduce pressure on skin while protecting the
forearms/wrist and hands.
g.The employer should provide a ergonomic training to the
employees teaching them ergonomics principle, ergonomics hazard
recognition, proper works methods and practices.
