Section 6(a) of the Puerto Rico Occupational Safety and Health Act: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or physical harm to employees in that employees were exposed to: Seccion 6(a) de la Ley de Seguridad y Salud en el Trabajo de Puerto Rico: El patrono no proveyo empleo y un sitio de empleo libre de riesgos reconocidos que esten causando o que puedan causar muerte o dano fisico a los empleados, por cuanto empleados estaban expuestos a: a)Hazardous drugs: at the establishment, employees from Pharmacy, Medical- Surgical, and medical care (registered nurses) received, prepared, and administer these drugs. Among other methods, one feasible and acceptable abatement method to correct this hazard is: develop an implement a Hazardous Drug Safety and Health Plan according to the OSHA Technical Manual (Controlling Occupational Exposure to Hazardous Drugs) and their 116 references documents that consist of the following sections: a) Standard Operating Procedures (SOP) for the different handling procedures of the hazardous drugs (receiving - storage - preparation- administration - disposal and the handling between them), b) the information about the engineering controls, personal protective equipment and higiene practices (examples are: how the Biological Safety Cabinet (BSC) is operated and their limitations), c) ventilation systems (example: when drug is aerolized), d) procedures for when dealing with investigational drugs, e) medical exams (before exposure and when an emergency occur (as per manufacturer recomendations)), f) inform and train the employees and evaluate them, g) update the program with any new information received. a)Drogas peligrosas: en el establecimiento, empleados de Farmacia, Medico- Quirurgico y medicina (enfermeras graduadas) reciben, preparan y administran estas drogas. Entre otros metodos, un metodo razonable y aceptable de corregir este riesgo es: desarrollar e implementar un Plan de Seguridad y Salud para Drogas Peligrosas segun el Manual Tecnico de OSHA y sus 116 documentos de referencia que consista de las siguientes secciones: a) Procedimientos de Operacion Estandar (SOP por sus siglas en ingles) para los diferentes procedimientos de manejo de las drogas peligrosas (recibo - almacenamiento - preparacion - administracion - disposicion y el manejo entre estas), b) la informacion de los controles de ingenieria, equipos de proteccion personal y las practicas de higiene (ejemplos son: como el Gabinete de Seguridad Biologico (BSC por sus siglas en ingles) es operado y sus limitaciones), c) sistemas de ventilacion (ejemplo: cuando se aeroliza la droga), d) procedimientos para cuando se manejan drogas bajo investigacion, e) examenes medicos (antes de tener exposicion a las drogas y cuando ocurre una emergencia (segun las recomendaciones del manufacturero)),f) informar y adiestrar a los empleados y evaluarlos, g) actualizar el programa con cualquier informacion nueva recibida."n
