Section 6(a) of the Puerto Rico Occupational Safety and Health Act: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or physical harm to employees in that employees were exposed to: Seccion 6(a) de la Ley de Seguridad y Salud en el Trabajo de Puerto Rico: El patrono no proveyo empleo y un sitio de empleo libre de riesgos reconocidos que esten causando o que puedan causar muerte o dano fisico a los empleados, por cuanto empleados estaban expuestos a: a)Tripping hazard: there were tread nosings with abrupt undersides projecting 1 inch over adjacent treads on the stairway of the San German Governmental Center (three story building). The abrupt projection permits the users toe to become cought under the treads. Regulations dealing with stair construction, but particularly the Life Safety Code (2003 Edition), which is applicable to this stair as it is part of an emergency means of egress, established the maximum slope of the riser or any projection under the treads not to exceed 30 degrees from the vertical and identified the existing condition as a tripping hazard. The slope of the projection in this particular stair is 90 degrees. Employees worked in the Third floor. "AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THIS HAZARD IS TO SLOPE THE UNDERSIDES OF THE NOSINGS TO AN ANGLE NOT EXCEEDING 30 DEGREES FROM THE VERTICAL." b)Tripping hazard: there were projections of unglued high-friction material strips on the tread walking surfaces of San German Governmental Center (three story building) stairway. The material was unglued on multiple points along the stairway. Employees worked in the Third floor. "AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THIS HAZARD IS TO REMOVE THE HIGH FRICTION MATERIAL." a)Riesgo de tropezar: en la escalera del Centro Gubernamental de San German (edificio de tres pisos) habia pestanas con lados abruptos en la parte inferior que se proyectaban 1 pulgada sobre los escalones adyacentes. La proyeccion abrupta permitia que el pie de los usuarios se enredara con la parte baja de los escalones. Las regulaciones que tienen que ver con la construccion de escaleras, pero especialmente el "Life Safety Code" (Edicion 2003), que es aplicable a esta escalera por ser parte de un medio de salida de emergencia, establece que el declive maximo de cualquier contrahuella o proyeccion debajo de los escalones no puede exceder de 30 grados de la vertical e identifican la condicion existente como un riesgo de tropezar. El declive de la proyeccion en esta escalera es de 90 grados. Los empleados trabajando en el tercer piso."ENTRE OTROS M(TODOS, UN M(TODO DE CORRECCI:N POSIBLE Y ACEPTABLE PARA ELIMINAR ESTE RIESGO ES DAR UN ANGULO NO MAYOR DE 30 GRADOS DE LA VERTICAL AL LADO INFERIOR DE LAS PESTANAS." b)Riesgo de tropezar: habian proyecciones de tiras de material de alta friccion despegadas en la superficie de los escalones de la escalera del Centro Gubernamental de San German (Edificio de tres pisos). El material estaba despegado en multiples puntos a lo largo de la escalera. Los empleados trabajaban en el tercer piso.
