General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employmnent and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to multiple injuries while required and permitted to use compressed air contained in piping that was approved for that use: a) Garage Area Under the Office - An air compressor system providing 90 psi of pressure was used by the mechanic in the shop for bus maintenance activities. The system incorporated Harvel PVC piping, SCH 80, which is not recommended for that use by the manufacturer. PVC is prohibited for above ground transportation of compressed air and gasses, causing a greater likelihood of pipe failure, on or about 1-03-05. Among other methods, one feasible and acceptable abatement method to correct this hazard is: 1. Encase the existing piping in shatter resistant materials as per the OSHA Standard Interpretation of 02/28/1991, "Use of thermoplastic pipe in above ground locations." 2. Replace the existing piping with approved piping material that are designed to meet the requirements of the American Society for Testing and Materials Standard D1785-86.
