Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employmnent and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to fire and/or explosion hazards due to the generation and
accumulation of
explosive dust:
a)  Wood Shop -- employees used various pieces of woodworking machinery
which
produced a very fine, combustible wood/gypsum dust, which was inadequately
contained
by the individual dust-collection systems on the machines, on or about
11/3/05 and
11/21/05.
AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT
METHOD TO CORRECT THIS HAZARD IS TO FOLLOW NFPA 664-1998,
"STANDARD FOR THE PREVENTION OF FIRES AND EXPLOSIONS IN WOOD
PROCESSING AND WOODWORKING FACILITIES", INCLUDING, BUT NOT
LIMITED TO:  INSTALL A DUST-COLLECTING SYSTEM WHICH WAS
DESIGNED IN ACCORDANCE WITH NFPA 650 "STANDARD FOR PNEUMATIC
CONVEYING SYSTEMS FOR HANDLING COMBUSTIBLE MATERIALS", AND
NFPA 91, "STANDARD FOR EXHAUST SYSTEMS FOR AIR CONVEYING OF
MATERIALS", AND IS INSTALLED ACCORDING TO NFPA 664 (DUST
COLLECTORS SHALL BE LOCATED OUTSIDE OF BUILDINGS, ETC.).
Abatement certification and documentation required within 10 days after
abatement date.
The certification shall include a statement that abatement is complete,
the date and
method of abatement, and state that employees and their representatives
were informed
of this abatement.  Abatement documentation shall include documents
demonstrating that
abatement is complete, such as evidence of the purchase or repair of
equipment,
photographic or video evidence of abatement, or other written records.
