Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
(a)On or about October 14, 2004, employees loading planes using the
Commander Loader,
were exposed to falls ranging from 7 feet, 3 inches to 9 feet, 5 inches,
while placing and
removing door seal guards on the elevator and while unlocking the plane's
large cargo hatch.
Among other feasible and acceptable methods for correcting these hazards,
in accordance with
generally recognized industry standards for preventing worker falls, would
be to prohibit
employees from walking onto the raised elevator platform and to require
employees to extend
the retractable guard rails into position prior to working on the door
locks.g
