exposed to the hazard
of becoming caught between a rail car and a front-end loader being used to
pull the rail car.
One feasible and acceptable means of abatement is to use equipment
designed to move rail
cars and to follow company procedures stating, "The ground person must
ride on the sill step
of the end of the car or cars which is furthest from the direction of
travel". "in a manner that
maintains positive control of the car."
