Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that: (a) Employees were exposed to the hazard of falling or swinging back into the rig structure due to the escape line was inadequately looped over the loading bar of a moveable building. A feasible and acceptable method to correct the hazard would be to properly secure the line by means of a solid anchor point which would prevent the line from detaching.
