EMPLOYEE(S) WORKING FROM A WOOD PLATFORM THAT WAS ELEVATED BY A
LULL, UP TO, AND INCLUDING 27 FEET FROM GROUND LEVEL, WERE NOT
PROTECTED FROM FALL HAZARDS BY EITHER A STANDARD GUARD RAIL
SYSTEM, PERSONAL FALL ARREST SYSTEMS OR RESTRAINT SYSTEMS. THE
PLATFORM THAT HAD BEEN IN USE AT THIS JOB SITE DID NOT HAVE MID RAILS.
AMONG OTHER METHODS, ONE ACCEPTABLE AND FEASIBLE METHOD OF
CORRECTING THIS HAZARD WOULD BE TO ENSURE THAT EMPLOYEES WORKING
FROM PLATFORMS THAT ARE ELEVATED BY LULLS OR OTHER CONSTRUCTION
EQUIPMENT, ARE CONSTRUCTED AND INSTALLED ON THE EQUIPMENT IN
ACCORDANCE WITH ASME B56.1-2000, SAFETY STANDARD FOR LOW LIFT AND
HIGH LIFT TRUCKS, SECTION 4.17.2, WHICH PROVIDES SPECIFICS FOR
PROTECTING PERSONNEL FROM FALLS WHILE WORKING FROM ELEVATED
PLATFORMS AND SECTION 7.36.1 WHICH PROVIDES SPECIFICS ON GUARD RAIL
DIMENSIONS AS WELL AS OTHER FALL PROTECTION OPTIONS.
