Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to injury from falling loads and/or lift parts:
(a)  For the employees working under the Forward 4-Post Automotive Lifts
that were not
properly maintained, located in the Quicklube Service Center at Highway 83
& Calgary
Avenue, Bismarck, North Dakota.
Abatement Note:
Among other methods, the following are feasible and acceptable methods to
correct the hazards:
1.  Institute a preventive maintenance program according to the
manufacturer's
specifications.
2.  Maintain the automatic mechanical safety devices to hold the lifts.
3.  Provide training to the employees on proper use of the lifts.
4.  Ensure the lifts are marked with their rated load capacity.
5.  Display the lift operator instruction in a conspicuous location.  ANSI
B153.1
describes industry accepted methods to control hazards related to auto
lifts.
