Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to fire and explosion occurring inside the cyclone located
inside the building.
(a)951 Morgantown Road, Reading, Pennsylvania - Employees used a
sifter/shaker
to remove large particles from manufactured powder coating.  The employer
used
a ventilation system to control the dust.  The dust collection system was
not
located outside the building, on of about December 11, 2006.
Abatement Note: Among other methods, one feasible and acceptable abatement
method
to correct the hazards is to comply with National Fire Protection agency
(NFPA) 654,
"Standard for the Prevention of Dust Explosion from Manufacturing
Processing and
Handling of Combustible Particles Solids" (2006 Edition), including but
not limited to
moving the system outside the building.
