North Carolina General Statute 95-129(1) of the Occupational Safety and
Health Act of North Carolina:  The
employer did not furnish to each of his employees  conditions of
employment and a place of employment free
from recognized hazards that were causing or likely to cause death or
serious physical harm to employees, in
that employees were exposed to a fall from a ladder:
a)employees were on a metal extension ladder, no additional data, when two
employees were
observed standing on and working from the same ladder at the same time at
approximately 12
- 16 feet above the lower ground level while performing roofing work on
the steep slope roof
of a two story, single family house under construction.

Among others, one feasible and acceptable method of abating this violation
is to provide
training to employees to ensure that only one employee is allowed on a
ladder at any one time.r
